The issue of whether to replace the barrier or adopt alternative environmental measures to protect Matlacha Pass is finally coming to a head.     The Cape Coral Government has thus far rejected any serious alternative environmental measures,   but also thus far adamantly refuses to restore the barrier.     Expect resolution of the debate by the Environmental Management Committee shortly,   but also expect questions as to whether the Cape will abide by the decision.
